Job Purpose:
The Neighbourhood Coordinator will play a key role in developing and delivering community action plans that reflect the needs and aspirations of local residents. Working across multiple stakeholder groups, including council services, elected members, and the Voluntary, Community and Faith Sector, the postholder will coordinate neighbourhood engagement and ensure delivery of targeted initiatives that promote empowerment, cohesion, and sustainable development.
Key Responsibilities
Community Plan Development:
Support the development of up to three community action plans using a consistent format and ensuring alignment and consensus among stakeholders.
Stakeholder Collaboration:
Work closely with internal teams, ward councillors, service departments, and external partners to co-deliver community plans.
Neighbourhood Engagement:

Action Coordination:

Operational Support:
Assist Lead Directors in the operational execution of each neighbourhood plan.
Administrative Support:
Provide business administration for neighbourhood meetings, member sessions, and director-level briefings.
Flexible Meeting Attendance:
Attend out-of-hours meetings occasionally based on community and stakeholder availability.
Monitoring & Evaluation:
Regularly review plan progress and quality, and ensure delivery stays on track with strategic objectives.
Reporting:
Produce high-quality reports, management information, and member briefings summarising progress, challenges, and outcomes.
Influence & Advocacy:
Positively influence stakeholders and foster strong collaborative relationships to drive successful plan delivery.
Best Practice Sharing:
Collaborate with other Neighbourhood Coordinators to adopt and share best practices across communities.
Funding Programme Management:
Manage the Neighbourhoods Fund, and support other community-focused funds such as Cleaner, Greener & Safer and Devolved Highways.
Team Flexibility:
Provide cover and support to fellow Neighbourhood Coordinators as required to ensure seamless service delivery.

To prevent and resolve homelessness within the borough through the provision of confidential and impartial advice and information to customers approaching the Housing Needs Service about their housing rights and obligations under legislation and Council policy either in Council offices or other locations as required.

To actively and positively promote and deliver the Council's homeless prevention agenda identifying appropriate housing options and utilizing the prevention tools available, such as DHP for customers that will resolve their accommodation problems and reduce the need for the provision of temporary accommodation within agreed timeframes.
3. To provide advice to customers in respect of the Council's obligations under PtVI and PtVII of the Housing Act 1996, the Homelessness Act 2002 and the Localism Act 2011.
4. To fully investigate the circumstances of customers presenting to the Council as homeless and to determine in accordance with current legislation, case law and the Code of Guidance 2006 what duty the authority owes to them and to issue legally robust S184 decision letters accordingly.
5. To maintain detailed, accurate case notes and reports, update computerised records, conduct correspondence and respond to enquiries as required to efficiently progress cases to resolution.
6. To provide advice and practical assistance when required to customers in respect of security of tenure across all types of tenure, including matrimonial rights and attending court as needed in order to prevent homelessness.
7. To investigate landlord and tenant disputes including allegations of harassment and illegal eviction within the meaning of the Protection from Eviction Act 1977 and Protection from Harassment Act 1997, intervening and negotiating with all parties as required to prevent homelessness.
8. To provide information about debt counseling and money advice services to customers in rent or mortgage arrears including advice on the availability of welfare benefits and prioritizing debts, referring people to the DWP, Housing Benefit Service or CAB as appropriate.
9. To negotiate with landlords, Banks, Building Societies and other lenders, estate agents and solicitors on behalf of customers in rent or mortgage arrears.
10. To undertake a comprehensive assessment of vulnerable customers in respect of their support and housing related needs including the risk to themselves and others.
11. To develop and maintain a sound knowledge of the support needs of vulnerable single customers presenting to the Council for assistance including physical and mental health, substance misuse, offending, learning disabilities, independent living skills, education, training and employment needs.
12. To make appropriate referrals to supported accommodation services for vulnerable clients and ensure that a move on pathway is developed for each household as required.
13. To liaise with other statutory services as appropriate who may owe a duty to vulnerable customers under legislation other than the homelessness acts.

You will have a clear focus on intervening and resolving reports of ASB and Domestic Abuse, referrals/signposting will be made quickly and accurately, supporting residents, particularly vulnerable residents to ensure tenants feel safe in their homes. Developing strong partnerships with internal and external agencies to assess and manage risk and employ a range of intervention and support measures to mitigate risk to residents and tenancies to secure positive outcomes. Duties and responsibilities Address reports of ASB and Domestic Abuse Casework Supporting victims of Domestic abuse within both HRA and General needs stock, ensuring each victim is robustly risk assessed, referred to the appropriate support agencies and receives a tailored safety plan with the implementation of safety measures. Attend meetings, working closely with internal and external stakeholders to identify and implement solutions to ASB cases Deliver a resident-focused response service to ASB complaints and breaches of tenancy/lease agreement Create and manage effective action plans to ensure resolution of ASB cases Utilise current legislation and good practice to take preventative and and/legal action required to resolve ASB cases, including mediation services Carry out interviews with complainants, witnesses, and alleged perpetrators of ASB Prepare and serve legal notices and prepare cases for court and represent the Organisation as necessary. Take ownership of service queries, ensuring a positive customer experience for residents Communicate effectively with victims, their families and perpetrators, ensuring that their views are heard and recorded accurately. Establish rapport and build a respectful, honest and safe relationship with victims, their families where appropriate and perpetrators as needed. Provide and present complex written and verbal reports which are concise, informative and based on analysis of evidence and assessed need. Ensure all matters in respect of child and adult safeguarding are dealt with promptly, effectively and in line with operating procedures. Provide high quality short and longer-term management of complex and high-risk case work associated with vulnerable perpetrators of anti-social behaviour and abuse. Key Skills and Requirements include: - Full driving licence and use of a vehicle at all times. Experience of working in the public sector managing Tenancy related breaches . Post is Office based
