About the Role:
This is a strategic management role responsible for leading a team of Independent Reviewing Officers (IROs) and overseeing the Local Authority Designated Officer (LADO) service. The successful candidate will champion quality standards in safeguarding practice across the service and work collaboratively with multi-agency partners to achieve the best outcomes for children and young people.
Key Responsibilities:
* Lead and manage the team of IROs, ensuring compliance with statutory duties and best practice.
* Provide challenge and support to operational teams and escalate concerns to senior leadership and CAFCASS when required.
* Oversee and implement the council's quality assurance framework, including audit planning and thematic reviews.

Essential Criteria:
* Qualified Social Worker (CQSW, DipSW or equivalent)
* HCPC/SWE registered

* Proven leadership and performance management experience.
* Strong knowledge of statutory and legislative frameworks (e.g., WTSC 2018, Public Law Outline).
* Strategic thinking and the ability to influence service improvement at a senior level.

* Professional qualification in (recognised and current) Level 5 Leadership and Management in Residential Childcare, or equivalent
* 3 years as a manager in a children's residential setting
* Proven ability to ensure that services are delivered to the highest achievable professional standards, that quality standards are identified and measured, and that remedial action is undertaken where necessary

Lancashire County Council is recruiting an experienced and strategic Senior Manager to lead the EmPower Contextual Safeguarding Service within Children's Services. Key Responsibilities
* Provide leadership and oversight of a group of specialist safeguarding teams.
* Work closely with the Head of Service to deliver strategic objectives and operational performance.
* Ensure effective budget management and efficient use of resources.
* Promote and embed a culture of continuous improvement, quality assurance, and professional accountability.
* Lead the development and implementation of policies, practices, and service delivery standards.
* Represent the service in inspections, serious case reviews, and multi-agency partnerships.
* Drive integrated working across internal services and with external stakeholders.

Requirements
* Proven experience in a senior leadership role within statutory Childrens Services or a related field.
* In-depth knowledge of safeguarding, contextual safeguarding, and statutory frameworks.
* Strong strategic planning, financial management, and performance monitoring skills.

* Ability to manage risk, make sound decisions, and drive service excellence.
* A values-led leader with a commitment to improving outcomes for children and families.
