MAIN ROLES & RESPONSIBILITIES:
1. To carry out stock condition, HHSRS (Housing Health & Safety Rating System) surveys and energy rating information using electronic hand-held surveying equipment, to the Council's property.
2. To oversee and work with contractors carrying out the programmed works for the Council, including under the NEC3 Term Service Contract.
3. To assist in the management of the new build process in conjunction with the development team and housing management team, to successfully deliver the Council's development programme of new flats and houses.
4. To monitor and record the quality of works on site and to ensure that all works are carried out within the parameters of the Health and Safety Regulations.
5. To carry out interim and final quality checks on site and sign off completed works. These checks feed into the KPIs (key performance indicators) that are reported in operational meetings.
6. To survey and diagnose building defects and investigate complaints by tenants, and from other sources, to ensure an effective remedial repair is carried out.
7. To prepare estimates and specifications for building work to Council property carry out the financial control and supervision of works carried out by contractor.
8. To carry out regular site monitoring of progress and performance of the works, to ensure detailed records are kept, and to keep the Principal Surveyor informed of the position.
9. To deal with emergencies (e.g. fire, flood etc) and to liaise with the housing management team.
10. To assist in the identification of new capital projects, prepare new scheme appraisals that describe the work, prepare budget costs and prioritise when the work is needed.
11. To positively promote the activities of the Cambridge City Council and represent the Housing service outside the organisation, including attending resident meetings.
12. To promote Cambridge City Council customer care values, particularly in resolving customer complaints.
13. To constantly seek to improve services in line with the Housing Business Plan and the Asset Management Strategy plan.
14. To monitor expenditure to ensure financial targets are achieved.
15. To ensure confidentiality at all times in all matters relating to any work or communication within the Department and the City Council.
16. Carry out any other duties as required by your line-manager from time to time, in accordance with the grading of the post.

The purpose of this role is:
* To provide specialist and comprehensive housing advice and options to members of the public and delivering the Council's statutory homelessness functions, focussed
on preventing and relieving homelessness while managing expectations.
* The post holder will assess customers' needs and housing options, agreeing these in the form of a 'personal housing plan'. For customers who are threatened with
homelessness this will mean working to prevent homelessness or identify alternative housing options.
* The post holder will be responding to immediate homelessness situations and arranging placement in emergency accommodation. Where a homeless application is
triggered, the post holder will make key decisions about whether the Council's statutory duties have been discharged and issue formal decision notifications.
* Work with colleagues and other professionals to offer enhanced housing options which address the problems that are the root cause of the homelessness with a view
to securing and sustaining accommodation.
* The post holder will be offering housing advice pertaining to landlord and tenant law housing rights defending possession proceedings and assessing housing need
with reference to the Lettings Policy and sub-regional Choice Based Lettings system.
* The role will bring the post holder into contact with customers with a range of needs. Some are complex, including mental health, substance misuse, offending history,
abuse and exploitation and require an objective, empathetic, non-judgemental approach.
The main responsibilities of this role are:
1. Provide frontline service: a) To participate in a rota to provide a triage service at the initial point of customer contact. b) Provide initial advice and assess whether a
homeless application has been triggered. c) Arrange interim accommodation placements in emergencies where appropriate.
2. Homeless prevention/relief: a) Provide detailed housing options and advice casework (including face to face, telephone and written information) to members of the
public with a view to preventing and relieving homelessness. b) Work proactively to prevent homelessness through negotiation with families, landlords and agents
creative use of grant funding accessing services to meet support needs.
3. Assessment of statutory homelessness duties:
a) Fully assessing and reviewing housing and support needs and agree a 'personal housing plan' for those who are homeless or threatened with homelessness. b)
Carrying out enquiries and investigations to establish whether the Council owes any statutory duties in line with homelessness legislation, and issue formal written
decisions at each stage of the application process. c) Conducting assessments to establish that accommodation offers are suitable in line with regulations, guidance and
policy to discharge homelessness duties.
4. Landlord and tenant advice: a) Check validity of legal notices and possession action taken by landlords, advising tenants and landlords in line with housing legislation.
b) Support private tenants to complete legal defence paperwork and attend court as necessary to avert possession action. c) Interpret landlord and tenant law to provide
advice to private rented sector tenants and mediate between tenants and landlords where there is a dispute. d) Liaise with the Councils Residential Team in cases of
harassment or illegal eviction as necessary.
5. Case management: Responsible for managing a caseload, identifying priorities and maintaining accurate and complete electronic casework files to a high standard.
6. Multi-agency working: a) Liaison with internal and external agencies. This includes representation at case conferences and panel meetings as required. b) Signposting
to relevant advice/support agencies including financial tenancy support domestic abuse mental health substance misuse legal services housing providers.
7. Ongoing development: To develop and maintain current knowledge of legislation, guidance and policy in relation to homelessness housing landlord and tenant
matters allocation domestic abuse social care mental health and welfare benefits.
8. Performance: To be aware of and strive to comply with performance indicators set for the role.
9. Other duties: Carry out other duties as required in accordance with the grading of the post, to include some duties of the Senior Housing Advisor when absent.
