About the role
This is not a desk job it's frontline, high impact work.
As a Housing Options & Assessment Officer, you'll manage a varied caseload of residents who are homeless or at risk of homelessness. You'll be responsible for assessing needs, making legally robust decisions and, crucially, identifying realistic solutions that prevent homelessness wherever possible.
You'll be working with residents who may be vulnerable, in crisis, or facing complex challenges. Success in this role requires confidence, sound judgement, emotional resilience, and the ability to stay focused under pressure.
What you'll be doing
Assess housing needs and determine statutory duties under the Homelessness Reduction Act 2018
Conduct detailed interviews (face-to-face and telephone) with residents in housing need
Produce clear, compliant statutory decision letters and Personal Housing Plans
Take proactive action to prevent homelessness, including engaging with landlords and agents
Promote a full range of housing options including private rented solutions
Work collaboratively with colleagues and partners to progress cases and remove barriers
Maintain accurate records, manage data, and contribute to service performance
What we're looking for:
This role is best suited to someone who already understands the realities of frontline housing work.
You'll need:
At least 2 years' experience in a busy Housing Options / Prevention & Assessment service
Strong working knowledge of homelessness legislation and processes
Confidence managing a complex caseload independently
The ability to make sound decisions in challenging, time pressured situations
Excellent communication skills, including handling difficult conversations with empathy and clarity
Strong organisational skills and attention to detail

To provide intensive support to tenants who are already living in homes provided by Rugby Borough Council who have complex needs to ensure they have a support plan that meets their needs .
To provide a tenancy support service that enables tenants with complex needs to sustain their tenancy and live independently.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Deliver tenancy support service in partnership with internal departments and external organisations to all customers referred to the service.
Develop individual support plans with customers and support them to engage and adhere to them from the start of their tenancy.
Work closely with the Housing Management, Customer Advice and Support Team to provide a seamless customer journey through the service as a whole.
Meet Best Value requirements, performance indicators, operational targets and Service action plan objectives.
Work with all customers accessing the service around income maximisation and money management.
Maintain good knowledge and understanding of the services delivered in the locality that customers are able to access.
Maintain a good understanding of benefits, grants and awards that customers could be eligible for.
Organise workloads and give guidance and support to the Tenancy Support Assistant in delivering a referral system and intensive support to tenant's in need of additional support to sustain their tenancy.
Work closely with all Housing Officers and Revenues Team to resolve any indebtedness owed to the Council.
OTHER DUTIES AND RESPONSIBILITIES
2.1 Participate in working groups to contribute to the development of the team and the housing service.
2.2 Provide, where necessary, statistical records and data in respect of the overall performance of the team to the Housing Services Team Leader or Housing Services Manager.
2.3 When requested by the Housing Services Team Leader or Senior Housing Officer to maintain a diary of events to assist in legal proceedings.
2.4 Participate in working groups to contribute to the development of the team, the housing service and policies & procedures.
2.5 Carry out established procedures in connection with fire alarms/bomb alerts and emergencies. Effectively respond to incidents of fire alarms being activated in accordance with Council policy and procedure.
2.6 Ensure any accident to staff, tenants or visitors is reported in accordance with the Council's existing health and safety procedures.
2.7 Promote tenant participation wherever possible, establishing and maintaining productive links and promoting equal opportunities within the service.
2.8 Any other reasonable duties as requested by your line manager in line with your skills and knowledge.
2.9 Be aware of health and safety legislation and so far as is reasonably practical ensure compliance with the Health and Safety Act, the Council's Safety Policy and Departmental Safety Policy.

PURPOSE OF THE JOB
To lead the delivery, monitoring and continuous improvement of homelessness and housing outcomes across prevention, relief, early intervention, rough sleeping, temporary accommodation, waiting list and enabling functions, ensuring performance and outcomes align with the Local Outcomes Framework and the National Plan to End Homelessness.
The postholder will drive the Council's compliance with:
* A National Plan to End Homelessness, including the move from crisis response to prevention, targeted intervention, improved emergency responses, and long term recovery pathways.
* The Local Outcomes Framework (LOF), ensuring transparent performance, robust data, and delivery of priority homelessness outcomes measured through the same lens as central government.
1. Essential Functions and Responsibilities
1.1 Outcomes, Data & Performance (LOF Lead)
1.2 Lead delivery and monitoring of LOF homelessness and rough sleeping outcomes including:
o households with children in temporary accommodation
o families in B&B over 6 weeks
o prevention & relief success rates
o rough sleeping levels and long term rough sleepers
1.3 Responsible for Early Intervention Supervision & Casework Improvement
1.4 Supervisory responsibility includes providing day to day support, coaching and oversight to Early Intervention Officers.
1.5 Quality assure prevention activities, PHPs, early help conversations, and case recording.
1.6 Support officers to deliver high quality prevention aligned to the National Plan's universal and targeted prevention pillars.
2. Develop practice improvements based on evidence, trend analysis and client feedback.
2.1 Support and assist the Housing Advice & Enabling manager to lead on system & data quality improvement
2.2 Support and assist the delivery of the housing and homeless toolkits from MHCLG to ensure compliance and best practise delivery with all the housing advice teams.
2.3 Work with IT, Strategy and supervisors to improve system workflows (MRI/Jigsaw, In Form, waiting list systems) including reviewing and implementing artificial intelligence system use in to service design

1. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
1.1 Provide a housing management service for all tenants of the Council's general needs properties.
1.2 Provide advice, assistance and information to tenants and the general public by way of office interviews, home visits, telephone calls, written correspondence and e-mail, efficiently and courteously with particular emphasis on customer care.
1.3 Liaise with the Senior Housing Officer and Housing Services Team Leader and other Officers of Rugby Borough Council, to ensure appropriate guidance and information is provided in the delivery of housing services and to identify and resolve any complaints or problems.
1.5 Liaise with and support new tenants in the settling in period and visit within four weeks of their moving into the property to complete a Settling in Visit.
1.6 Work with internal departments and external organisations to ensure where possible tenancies are sustained through a multi-agency approach and individual support packages.
1.7 Refer tenants to the Income Officers for specialist advise on rent payments income maximisation and rent recovery.
1.8 Complete income and expenditure exercises with customers to ensure they are in receipt of all eligible benefits and are offered assistance around their budget. Where appropriate working with partner organisations to ensure the customer has access to specialist support.
1.9 Provide support and guidance to Independent Living Co-ordinators around technical housing management functions.
1.10 Review flexible and introductory tenancies within appropriate timescales and make decisions based on the review around the rent account, anti-social behaviour and suitability of the property.
1.11 Investigate and process all housing management requests such as transfers of tenancy, mutual exchanges and succession in accordance within current legislation.
1.12 Investigate, report and act upon possible breaches of tenancy conditions using all appropriate methods including Court action to remedy breaches.
1.13 Manage and investigate complaints of anti-social behaviour and neighbour disputes and take prompt and appropriate action against offenders in conjunction with other agencies such as the police and social services. Ensure accurate records are maintained, collate witness statements and ensure we are working within current legislation.
1.14 Prepare a full evidence package in neighbour nuisance and anti-social behaviour cases for instructing legal action and following through to conclusion of any Court action.
1.15 Promote tenant participation wherever possible, establishing and maintaining productive links and promoting equal opportunities within the service.
1.16 Work with residents and other agencies to develop and maintain community agreements.

* Work with clients to resolve queries relating to their benefit claims.
* Carry out in-claim accuracy reviews to ensure the correct award is made to the correct individual at the appropriate time.
* Review or supersede previous decisions when new information is provided by clients.
* Refer cases of suspected irregularity to the Single Fraud Investigation Service (SFIS) and respond to requests for information or evidence, implementing investigation outcomes where required.
Discretionary Financial Support Schemes
* Work directly with residents to administer applications for discretionary financial support including:
o Discretionary Housing Payments
o Homelessness Prevention Grants and Loans
o Any additional schemes introduced nationally or locally.
* Assess claims for discretionary financial assistance in accordance with national legislation, council policies, and local procedures.
What We're Looking For

* Knowledge of Housing Benefit, Council Tax Reduction, or similar welfare systems (desirable).

Role Summary
