Purpose of the job
*To provide an effective Building Control service through the regulation and enforcement of the Building Regulations 2010, the Building Act 1984 and associated legislation to ensure the health, safety and convenience of people in and about buildings.
*To deliver a professional customer focused LABC service which meets customers' needs and delivers good customer satisfaction, and which fully explores future opportunities to grow market share and maximise income.
*To promote sustainable construction and energy efficiency improvements throughout North Northamptonshire through the provision of supportive regulation to developers/builders/householders and through public information and awareness.
*To support the Building Control Manager through the process of change with the introduction of new legislation that impacts upon service delivery.
*To support the Building Control Manager to deliver transformational change and innovation in services within your area of responsibility.
Principal responsibilities
1.To carry out the full range of Building Control activities including site inspections and plan appraisals, investigating dangerous structures, responding to customer enquiries, coordinating statutory consultations, demolitions, liaising with experts, internal and external stakeholders.
2.To proactively manage contravening building works and enforce the requirements of the building regulations through effective enforcement in line with service policies and procedures and the Operational Standards Rules published by the Building Safety Regulator. To investigate alleged breaches of building regulations, gather evidence and attend court as required.
3.To be the lead Inspector on the more complex building regulation applications handled by the service as allocated by the Building Control Manager including supervision of fellow Inspectors within the team seeking experience on such projects.
4.To maintain detailed accurate records of casework undertaken and involvement in projects in line with performance standards and Operational Standards Rules published by the Building Safety Regulator.
5.To assist the Building Control Manager with the oversight and delivery of the day-to-day delivery of the Building Control service as required, managing resources to ensure that the service meets statutory requirements and monitoring performance to ensure that the service meets service plan and performance indicator targets and operational needs as required.
6.To act as a senior technical advisor for Building Control, providing legislative guidance and technical support to the Building Control team and other linked services within the council, preparing reports and attending meetings as required.
7.To follow the approved processes and procedures of the ISO 9001 Quality Management System accreditation process and/or other initiatives to ensure a consistently high quality of service delivery to service users.
8.To take an active role in the organisation, management, and participation of a dangerous structure response service in line with corporate directions and objectives to minimise the risk to the council and protect public safety. To organise and inspect emergency remedial work as necessary to secure service objectives.
9.To proactively adopt a lead role in organising, facilitating, and delivering staff development and training to ensure the team has the requisite levels of knowledge, skills, and competency to perform their roles.
10.To actively take part in personal development planning and training to maintain an appropriate class and category of competency validation registration with the Building Safety Regulator that enables the relevant restricted functions/activities of the role to be performed.
11.To support the Building Control Manager to develop and implement a marketing strategy to increase income and market share.
12.To prepare and coordinate incoming fee quotation requests to ensure they are issued in a timely manner.
13.To deputise for the Building Control Manager in respect of the service as and when required.
14.To assist the Building Control Manager in ensuring effective and timely forecasting and analysis of business and financial data to enable robust budget management and budget planning, minimising financial risks, and maximising potential efficiencies.
15.Provide professional support to, and work with the Building Control Manager to develop strategies and plans that identify and recommend improvements that transform service delivery to ensure long term management of the service is sustainable in terms of meeting legislative obligations, financial constraints, and key performance targets.
