About the Role
Westminster City Council is recruiting two experienced Investment Surveyors to join the Temporary Accommodation Acquisitions Team within the Housing Directorate. This team plays a vital role in securing residential accommodation for use as temporary housing.
Key responsibilities include:
Acquisition and leasing of private sector residential properties, including individual units and larger blocks.
Sourcing suitable stock and negotiating acquisition and lease terms.
Overseeing pre-purchase due diligence and preparing internal reports in line with governance requirements.
Conducting site inspections as part of the acquisition process.
Candidate Requirements
We are looking for professionals who bring:
A minimum of 3 years' experience in commercial or residential property transactions.
Strong commercial acumen and negotiation skills.
Excellent oral and written communication abilities.
High numeracy and proficiency in Windows and Excel.
RICS qualification is preferred, but candidates with relevant residential sales or lettings experience will also be considered.

The Role
We are seeking an experienced Principal Building Safety Manager to lead and oversee building safety across Westminster's housing portfolio, ensuring full compliance with the Building Safety Act 2022 and associated legislation.
This is a senior leadership role reporting to the Head of Compliance & Building Safety, with responsibility for managing a multidisciplinary team and delivering high-quality building safety strategies for High-Risk Buildings (HRBs).
Key Responsibilities
Lead the development, implementation and continuous improvement of building safety policies, processes and procedures
Manage a team including Building Safety Managers, Structural Engineer, and Resident Engagement resources
Oversee the delivery and quality assurance of Building Safety Case Reports and risk assessments
Ensure all in-scope buildings are registered with the Building Safety Regulator
Drive the "golden thread" of building safety information across the housing portfolio
Coordinate building safety programmes and allocate actions to planned and reactive works teams
Provide expert advice on fire and building safety to internal stakeholders
Lead building safety committee meetings and report regularly on compliance, risks and KPIs
Oversee resident engagement strategies and ensure delivery of safety information packs
Support procurement of fire remediation and improvement works
Contribute to Gateway applications and major works programmes
Ensure compliance with mandatory occurrence reporting requirements
Maintain oversight of legislation including the Fire Safety Act 2021 and Building Safety Act 2022
Promote a strong building safety culture across the organisation and supply chain

Skills & Experience
Essential:

Strong stakeholder management skills, including working with residents, leaseholders and senior leaders
Financial awareness and ability to plan and forecast budgets
Excellent written and verbal communication skills
Desirable:
Local Government experience
Experience working with consultancy and contractor supply chains
Understanding of leaseholder responsibilities (including Section 20 processes)
Qualifications
NEBOSH Fire Safety Management (or equivalent Level 3 qualification)

They will also be required to provide clear information, practical advice (written and verbal) and ongoing support by working with residents or leaseholders and relevant staff to ensure Stage One complaint and Members Enquiries are resolved, help residents understand what to expect and ensure their concerns are addressed sensitively and professionally and to ensure fulfilment of any commitments made.
Whoever takes on this role will work closely with repairs staff including planners, supervisors, surveyors, and members of the Housing Response, Neighbourhoods, Estate Services, Gas Contracts, Customer Experience, Corporate Complaints, and Capital Delivery teams, and contractors. This will enable them to address or investigate complaints or Members Enquiries received and proffer appropriate solutions or recommendations and then coordinate follow-up actions to ensure any commitments made are fulfilled accordingly and in timely manner.

JOB PURPOSE:
To be responsible for the collection of accommodation charges and to ensure arrears are reduced and income is increased. Work includes making contact with applicants by letter, telephone and home visits, troubleshooting, supporting applicants to make benefit claims, developing relationships with support agencies and close liaison with other teams with the Housing Needs service
1. DESCRIPTION OF DUTIES:
The post is responsible for a portfolio of services which may be altered from time to time but currently includes responsibility for
* Provide advice and support when needed to enable customers to resolve problems and remain in their home
* Collection of income and full management of customer accounts, managing cases that need further action e.g. court action
* Manage and monitor cases where a Notice to Quit has been issued and to commence possession proceeding once expired
* To undertake work associated with DIY possession
* Work closely with the Council's legal team to monitor possession cases to ensure RBKC are charged correctly, and that service level agreement timescales are adhered to
* To ensure that high levels of service and customer satisfaction are maintained
* Provide a supportive, yet firm approach to service delivery with the aim of minimising arrears whilst assisting our customers to sustain tenancies
* Establish customers reason for rent arrears and work them to tackle the reasons for non- payment
* Monitor rent accounts to ensure residents in arrears are contacted promptly and payment due are taken or a mutually agreeable arrangement made and monitored
* Initiate legal proceedings, attend court and evictions as necessary
* Manage and refund rent credits when required
* Manage and identify write offs for management approval
* Maintain working relationship with welfare benefit teams and other agencies to help customers manage their finances and debt related issues
* Update and manage financial arrangements for storage and removals
* To create and maintain accurate records of the service to ensure compliance with reporting arrangements and provide management with the information required to monitor performance and service standards in accordance with Council policy and the legal framework.
* To develop and maintain a positive relationship with clients, resident organisations, council officers, housing providers, advocates, elected members and other stakeholders to ensure high levels of customer satisfaction are achieved.
* The post holder is required to take reasonable care for the safety and health of themselves and others who may be affected by their acts and to work with management to comply with service procedures and protocols and with RBKC's Health and Safety Policy and all guidance, instructions and risk assessments. In particular, the jobholder is required to attend training relevant to their post in order to ensure their health and safety responsibilities are met.
* To understand the value of information to the council and to contribute to good information governance by keeping information safe, accurate and up to date and available to those who need it. The post holder must abide by the council's information governance policies.
