Provide strategic asset management advice, guidance, information and support to the Council, elected Members, related customers, stakeholders and external partners and to represent the Council at meetings with outside bodies as appropriate, including deputising for the Development & Commercial Estates Manager as needed.
Provide specialist advice for projects, write reports with recommendations for Corporate Property Steering Group (CPSG), relevant government departments, external bodies and clients, as appropriate.
Provide input for the annual IiLP Report, the Corporate Asset Management Plan and other plans and strategies required for the effective management of all assets owned and or occupied by the county council for its service delivery.
Ensure accurate management information is recorded in a timely manner using an Asset Management System, CAD, GIS and other software as required.
Ensure that all work carried out is performed in accordance with the Council's policies and procedures including health & safety, statutory compliance and energy saving initiatives are also met across the portfolio.
Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.

We are excited to invite CVs for a Team Manager within a new Renters Rights Act (RRA) Tenancy Rights, Advice and Enforcement Team, a key position to enforce the rights of private rented tenants under the new Renters Rights Act legislation, tackle harassment and unlawful eviction and uphold the council's regulatory responsibilities. The position is until March 2027.
The new manager will oversee a dedicated team of 4 officers who will provide specialist support and advice in response to new duties under the Renters' Rights Act. The team will be central to delivering a fairer and safer private rented sector in Lambeth, acting also as a homelessness prevention tool.
The Team Manager will provide strategic leadership, expert technical expertise, and staff management across advice, casework, and enforcement activity relating to the advertising, letting and ending of private rented sector tenancies. You will build a high performing team, ensuring residents receive accurate, timely, person-centered advice on their rights and protections, and that breaches of tenancy law are investigated and enforced lawfully, proportionately, and consistently. Enforcement action will involve evidence collection up to standards admissible in court, leading for the council with Legal on bringing cases to court for criminal prosecution or issuing and collecting civil penalty fines.
You will work closely with Homelessness Prevention and partners across ASC, CSC, Health, VAWG services and voluntary sector organisations.
This is a unique opportunity to drive forward a new offer, strengthen operational practice, and enhance the council's impact on tenancy rights and unlawful eviction prevention.
We are looking for colleagues who can demonstrate:
A good knowledge of tenancy law and security of tenure, unlawful eviction, harassment, and investigatory frameworks
Experience managing or supervising complex casework within a statutory or regulatory context
The ability to lead service improvements, develop operational policy, and maintain high-quality standards
Strong leadership, communication and partnership-working skills
A proactive, resident-centred and trauma-informed approach to working with residents

Main Responsibilities and Duties
· Plan and organise work to efficiently deliver specialised advice and support to internal and external stakeholders, ensuring wellbeing of vulnerable customers.
· Assess and determine eligibility of customers for financial and / or housing support, within legislation, regulations and policies.

· To support the relief of homelessness by working collaboratively with colleagues across the service and the wider authority with a focus on improving the customer journey for the residents.
· To make optimum use of the opportunities available to relieve homelessness including the use of the Homeless Prevention Fund, Discretionary Housing Payments, the supply of private rented housing; taking into account the customer's overall financial situation, their needs and aspirations, their eligibility for assistance under the homelessness legislation, whether they are able to sustain a tenancy in the private rented sector and their priority on the housing register.
· To enable customers to achieve sustainable and affordable solutions to their housing need throughout the time span of each case from the point of referral into the Assessments team to the final discharge or cessation of duty and taking responsibility for decisions made.
· To work with the Choice Based Lettings Team, Private Rented Sector Team and Temporary Accommodation Team to provide appropriate solutions for customers in order to relieve homelessness or to meet statutory housing duties by undertaking affordability assessments in line with the Suitability of Accommodation order 1996.
· Be the main contact and liaison officer for all agencies for area of specialism.
· To conduct risk assessments in accordance with DASH and/or other relevant assessments and refer as appropriate and be mindful of duties in respect of safeguarding children, vulnerable adults, the prevent agenda and making referrals as necessary.
· To work in a safe manner by contributing positively in the creation of a safe and healthy working environment, strictly in accordance with the Council's policies and procedures to ensure that compliance with health and safety requirements is met including participation and adherence to the Lone Worker Risk Assessment procedure.
· To conduct visits to customers and properties to fully carry out statutory and corporate duties, including residency checks and assisting vulnerable members of the community where necessary.
· Manage and monitor complex personal caseloads and maintain accurate detailed casework records by fully utilising IT systems.
· Research and evaluate current issues in the area of specialism and attend relevant training courses on legislation, order, code of guidance, case law etc. to keep up to date with developments and maintain / enhance knowledge in order to provide up to date advice and information.
· Maintain all records and information, including sensitive and confidential, in accordance with data protection laws and established practice.
· Assess information, situations and problems from a professional standpoint, developing, recommending and processing solutions.
· Provide authoritative advice and support to customers, external partners, police, government welfare agencies, internal and external stakeholders in order to achieve appropriate establishment and processing of financial support and / or housing to ensure the welfare of vulnerable customers.
· Identify and challenge negative customer practice, using tact and diplomacy. Ensure customers / service users understand their obligations and the actions needed for compliance.
Provide advice and assistance in emergency situations for those households threatened with homelessness on the day.· To partake in the statutory out of hours homelessness service on a voluntary rota basis.

What is the job?
The Housing Officer is expected to help tenants meet their responsibilities in order that they can sustain their tenancies as outlined in their tenancy agreement whilst delivering excellent customer service. Housing Officers support their customers by providing budgeting advice, assistance with maximising income, tackling anti-social behaviour, working as part of the multi-agency team involved with a family and advising tenants on how to maintain their homes and keep their gardens in good repair. The Housing Officer will take appropriate tenancy enforcement action when proportionate and necessary to do so.
Our service is shaped by understanding what matters to our customers and what they need from the Housing Service. Many of our work processes have, in recent years, been redesigned and will continue to change in response to customer and legislative demands.
There are 7 area Housing Offices and you could be based at any one of these providing housing management on a patch of approximately 250 local authority homes.
Who is the person?
As one of the housing officers you will need to have the following:
Have experience of working with tenants in a challenging front-line service and be comfortable visiting customers in their home. Be pro-active and highly motivated with the ability to work quickly, accurately and consistently when under pressure. Be able to demonstrate how you have changed your working practice to reflect the dynamic character of the housing environment.Be able to work independently in a focused, diligent and transparent manner.Manage your time effectively and be able to manage conflicting priorities appropriately. Be able to listen to the demands of the customer, prioritise and respond accordingly, whilst tailoring your approach to the needs of different individuals.Have the ability to converse at ease and build a positive rapport with customers, identifying any vulnerabilities they have and demonstrate how this has resulted in a positive impact and outcome in maintaining their tenancy. Demonstrate examples of how you have provided help and support to our customers to enable them to meet their responsibilities as a tenant and actions you have taken as a consequence of a tenant not adhering to the tenancy agreement.Have experience of using your sound judgement to make informed decisions regarding the cases you manage and being able to consider all the facts of a case, including working with others and utilising other resources to achieve the right result for customers.Be able to communicate in writing to customers, including the use of emails and have experience of preparing documents to be used in case conferences or as evidence in court.Be confident with speaking in public, including representing the local authority at Court hearings (usually without legal representation) and at multi-agency case conferences.Be competent with using Microsoft software including: Excel, Word and Outlook and be able to use IT systems to keep clear, accurate, concise and methodical records.You may need to have the use of a car for the role, so it would be an advantage if you have a current driving licence and daily use of a vehicle.You may be expected to work from any of the 7 area offices and carry out work outside of office hours as per the needs of the service and customer.
