Are you an experienced SEND professional with expert knowledge of the SEND Code of Practice and the Children and Families Act 2014? We're currently looking for a Senior Appeals Officer (Senior Practitioner level) to lead on complex Tribunal and Mediation cases within Nottinghamshire County Council's Integrated Children's Disability Service.
Key Responsibilities:
Lead on managing a caseload of SENDIST Tribunal and Mediation cases.Prepare the Local Authority's Statement of Case and gather supporting evidence across education, health, and care sectors.Represent the Local Authority at Tribunal hearings, providing a strong legal and professional defence.Work closely with internal and external partners, supporting and training colleagues on Tribunal processes.Identify legal points and key themes in appeals, helping the council drive improvements and deliver best outcomes for children and young people with SEND.Ideal Candidate:

Wokingham Borough Council's aim is to enable our most vulnerable children and young people in care to live close to the things they hold dear - close to family, friends, community, and those who care for them most. This service comprises a multi-building children's home including a 4-bedroom Emotional Behaviour Disorder/Difficulties (EBD) home and up to 2 smaller Complex homes.
These homes will enable more children with complex needs to remain in or return to Wokingham and to avoid the use of unregistered placements and children living away from their communities and networks.
Key Responsibilities will include:
* To lead and be responsible for the effective management of the residential homes, and the provision of a professional, child centred service in accordance with the relevant regulations, legislation, guidance, codes of practice, policy and procedures.
* The role will oversee the management of 2 children's homes and the services provided to them in each Unit. This will include registration as the 'Homes Manager' for Ofsted purposes.
* To manage and oversee the annual budget of both children's homes.
* To ensure that services are delivered in partnership with all key stakeholders so that children's assessed needs are met on a planned, holistic basis within a family setting whenever this is consistent with their best interests.
* To deal with complex issues effectively in order to develop a responsive and effective service for users, delivered within designated budgets.
* To develop specialist knowledge in the field for which the post carries management responsibility, acting as a resource and source of excellence to both peers and more senior colleagues.
* Embedding, training, and implementing the chosen therapeutic practice model approach into every aspect of the homes' management.
* Work closely with the other Corporate Parenting teams to develop and maintain the best possible placement options to keep children and young people safe, happy and close to Wokingham where possible.
Candidate requirements:
* Professional qualification in (recognised and current) Level 5 Leadership and Management in Residential Childcare, or equivalent
* 3 years as a manager in a children's residential setting
* Proven ability to ensure that services are delivered to the highest achievable professional standards, that quality standards are identified and measured, and that remedial action is undertaken where necessary.
* To be able to help staff navigate change as the service is early in inception and still being established, therefore any new manager needs to be able to help the staff adjust and adapt to changes.
