The postholder will work closely with the Supported Housing Commissioning Team, especially the Rough Sleeping co-ordinator, to identify rough sleepers in need of a housing needs assessment.

To work closely with the Rough Sleeping co-ordinator, in identifying rough sleepers in need of a housing needs assessments in a variety of locations such as day centres, supported housing schemes or short term emergency hotel accommodation.

To prevention of homelessness in accordance with the provisions of the Homelessness Reduction Act, associated Code of Guidance, case law and best practice.

To assist those who are rough sleeping or at risk of homelessness with fully understanding the situation and to be able to provide innovative and tailored options to prevent and relieve homelessness.

To undertake a housing needs assessments for people seeking housing assistance and create housing plans tailored to the individual?s needs and circumstances.

To manage a complex and demanding caseload in a busy and often challenging environment and prevent or relieve homelessness through the provision of advice, advocacy, negotiation and mediation.

To ensure that all housing options have been thoroughly explored to ensure best efforts to prevent homelessness.

To undertake the assessment and investigation of homeless applications under Part VII of the Housing Act 1996 where prevention/relief is not possible and inform clients of their assessment outcome.



Responsibilities



To provide a front of house service for customers who are rough sleeping who are seeking housing advice and assistance, ensuring that both priority and non-priority customers are directed to the appropriate part of the service.



To help households to remain in their current accommodation, where this is not possible in the long-term to agree an extension of their stay while they source alternative accommodation, supporting them to access private rented accommodation and to make applications for social housing.



To deliver a customer-facing service via drop in and appointments and work occasional evening meetings where required to accommodate the demand and flow of customers.



To deliver a customer-facing service via a telephone advice-line providing a full casework service for callers, as required.



Assess the temporary accommodation needs of customers as required and follow established placement and sign-up processes in order to provide a seamless service.



Manage a caseload of priority and non-priority need customers in housing need and maintain accurate and detailed casework records identifying priorities and meeting individual and service performance targets.



Manage conflicting priorities between case work, face to face interviews and operate an effective telephone service to ensure all customers can speak to housing advisers on the day of enquiry.



To use a range of housing options to sustain the current accommodation and to provide alternatives to avoid the need for temporary accommodation, including private renting, working closely with the Lettings service.



For households that are currently, or have recently, been living with friends and family, to work with friends or family that the applicant is currently, or was recently, living with to identify solutions that will enable them to stay living there whether in the short term while they find alternative accommodation. This could include budgeting and contributing to household costs, better use of the space in the accommodation, setting up lodging agreements.



To gather, record and verify information in relation to housing and homeless applications and assist those customers or who need support to bid for permanent council or registered provider properties.



To provide advice and support to tenants affected by welfare reform. Working with households? members to increase incomes, supporting them in to work and engaging with other support services.



To respond effectively to prevent homelessness through advice, negotiation, mediation or conciliation, or by securing immediate access to alternative accommodation and generally promoting a housing options approach to service delivery to a full range of customers, including people who are challenging and demanding

The role

Reporting to the Head of Direct Services, the Operations Manager (Repairs) plays a pivotal role in leading the delivery of high-quality responsive repairs and maintenance services across a designated region within Southern Housing. With responsibility for a budget of approximately �5 million, four direct reports and the management of a team of more than 30 directly employed operatives/ techs and specialist subcontractors, the role is accountable for ensuring services are delivered safely, efficiently and in line with agreed performance standards. Leading multi-disciplinary teams, the Operations Manager will drive operational excellence, value for money and outstanding customer outcomes, while fostering an inclusive, visible and collaborative culture.

Through data-driven decision making, strong stakeholder engagement and a commitment to continuous improvement, the postholder will ensure repairs services remain resident-focused, compliant and aligned to Southern Housing's HEART values.

The location

You�ll be contractually based at our main office in Bromley By Bow and The Oasts, Maidstone with the option for working in a hybrid way when appropriate and as agreed with your manager.

What you�ll be doing:

Overseeing end-to-end repairs, voids, and planned major complex works within your region (inclusion of other delivery stakeholders) while ensuring strict adherence to budget and Key Performance Indicators (KPIs).Compliance & Safety: Reinforcing Health & Safety legislation, managing compliance standards (like damp and mould programmes), and tracking performance and training metrics.Stakeholder Management: Acting as the primary operational delivery liaison for Southern Housing stakeholder and residents.You will lead a multi-disciplinary team of directly employed trade operatives and specialist subcontractors to ensure that all repairs are completed safely, on time, and to an exceptional standard, maintaining elevated levels of satisfaction and strict KPI compliance.Manage and report on key performance indicators (KPIs), including emergency response times, appointment kept rates, first time fix, average end to end times and post-repair quality audits, both quality assurance and commercial VfM to include reviewing M3NHF schedules of rate.Lead, mentor, and develop a team of supervisors and direct tradespeople. Conduct regular 1-to-1s, tool-box talks, and performance reviews and encourage inclusive continuous improvement and personal development Monitor expenditure against the reactive repairs budget, ensuring cost-effective material procurement, subcontractor deployment and efficient targeted direct labour allocation.Act as the lead officer for site safety, ensuring all works comply with CDM 2015 regulations, asbestos management, and general H&S legislation.Act as the primary point of contact for the local authorities and internal housing association partners, attending monthly progress meetings and addressing escalations and enquiries.Technical Oversight: Provide expert technical guidance on complex diagnostics, particularly regarding structural issues, damp and mould, and multi-trade projects.

To provide expert advice in relation to Disrepair both for internal and external stakeholders and to work with the communications team to produce materials for distribution on both the website and in person.

To inspect areas managed by the Lewisham Council or where Lewisham Council has responsibility including leaseholders, private sector landlords and have been instructed too in association with Disrepair

Produce expert reports, including pictures and root cause findings following detailed building pathology exercises. These should be produced and scored using the housing health and safety rating system guidance. These are to be produced with the intention that anyone may access and be able to understand.

Produce a specification of works to capture the repairs required.

Attend various meetings both internal and with external parties where required including difficult residents and those who have taken legal action against the council.

To oversee start dates, works in progress, standards of workmanship, materials inclusive of health and safety measures including the construction and demolition management guidance including the health and safety executives legislation etc. Monitor and report variances to agreed standards and recommend corrective action.

Attend post inspections following a set time period to capture if the works have been completed and ensure guarantees for specialist works are collated and satisfactory.

Be proficient in the use of devices, aids and instruments for the purpose of making assessments and diagnosis of building failures ensuring all reporting is collated and on the repairs management system within 24 hours of attendance.

Have an understanding of the National Housing Federation Schedule of Rates, produced by M3. Ensuring to use these codes for booking of works where appropriate. Managing the commercial and financial aspect to ensure the service budget is managed correctly for both the direct labour and subcontractor partners.

To risk assess on site any hazards as per the Housing health and safety rating system guidance and be able to produce dynamic risk assessments in regard to both difficult and vulnerable customers.

Have attention to detail and good record keeping, ensuring notes, emails and inspections are stored appropriately and are done within the relevant business timescales.
