Commissioning & Rough Sleeping Team Manager - Kingston - £35.26 p/h umb.

Job Purpose:
To lead the commissioning and strategic delivery of services aimed at reducing and preventing rough sleeping across the borough. This includes managing contracts, overseeing partnerships with service providers, and working collaboratively with internal departments and external stakeholders to deliver effective, person-centred solutions for rough sleepers. The role ensures services are high-quality, value for money, and aligned with national policies and local strategic objectives.

Key Responsibilities:
Leadership & Strategy
Lead and manage the Rough Sleeping Team, ensuring staff are supported, developed, and motivated to meet key objectives.
Develop and implement a strategic approach to commissioning and service delivery in line with corporate goals and the Homelessness & Rough Sleeping Strategy.
Act as the council's lead expert on rough sleeping, commissioning, and contract management related to homelessness services.
Commissioning & Contract Management
Commission a range of services for rough sleepers including outreach, assessment hubs, supported accommodation, and wraparound services.
Oversee contract management processes, ensuring performance targets, compliance, and continuous improvement across commissioned services.
Work with procurement to ensure transparent and effective tendering processes.
Partnership & Stakeholder Engagement
Foster strong partnerships with health services, the police, voluntary sector providers, housing associations, and central government.
Represent the council at multi-agency forums, regional meetings, and with funding bodies including the Department for Levelling Up, Housing and Communities (DLUHC).
Secure external funding where possible to expand and enhance local provision.
Performance Monitoring & Reporting
Monitor service performance through KPIs, data analysis, site visits, and user feedback.
Report to senior leadership and elected members on progress, risks, and strategic developments.
Lead the collation and submission of statutory returns such as the Rough Sleeping Snapshot and Homelessness Case Level Information Collection (H-CLIC).
Safeguarding & Equality
Promote a culture of safeguarding and ensure that commissioned services meet statutory obligations.
Champion equality, diversity, and inclusion in service design and delivery.
