Job Advertisement: Head of Revenues, Benefits and Tackling Inequality

Key Responsibilities
Lead the delivery of revenues and benefits services, including collection of over £340 million in Council income.

Drive the implementation of the Council's Ethical Debt Collection Policy, promoting early intervention, prevention, and resident-first approaches.

Develop and deliver policies aligned to local priorities and national legislation.

Collaborate across council services, partners, and the voluntary sector to integrate welfare support and debt collection activities.

Champion digital transformation and channel shift to enhance the resident experience.

Advise senior leaders and elected Members on all matters related to revenues, benefits, and corporate debt.

Lead a service area of approx. 140 FTEs and manage significant operational budgets.

About You
You are a confident leader with significant experience in managing complex services through change, ideally within a local authority or public service setting. You'll bring:

Deep knowledge of Revenues, NNDR, Housing Benefits, and welfare policy.

Strong leadership and project delivery experience, especially in driving operational improvements and cost efficiencies.

Proven ability to work collaboratively across organisational boundaries and with political stakeholders.

An IRRV qualification and membership (essential).

A passion for reducing inequality and delivering high-quality, empathetic resident services.
