Job title: Registered Building Inspector (Class 2A ? Domestic) ? Building Control

Reports to: Senior/Principal Building Control Surveyor or Team Leader
Location: Borough-wide with hybrid office/site/home working
Purpose: To deliver a high-quality, impartial building control service for domestic/Band A projects within the scope of Class 2A registration, undertaking plan assessment and site inspections to secure compliance with the Building Regulations and associated legislation.

Key duties and responsibilities

Manage a caseload of domestic (Band A) building regulation applications (full plans, building notices, regularisations and reversions) from pre-application to completion within the limitations of Class 2A registration.
Check deposited plans, specifications and supporting information for dwellings, small domestic extensions, loft conversions, garages and ancillary structures against the Building Regulations, Building Act 1984 and relevant guidance, issuing timely decisions and consultation responses.
Undertake risk-based site inspections at key stages of domestic projects, assessing compliance with structure, fire safety, moisture, ventilation, drainage, access, energy and other relevant functional requirements.
Provide clear, practical technical advice to householders, agents, architects and contractors on domestic compliance solutions, proportionate remedial works and alternative approaches that maintain safety.
Identify unauthorised works and contraventions, negotiate resolution where possible and support proportionate enforcement action in line with council policy and Building Act powers.
Assist with the assessment of dangerous structures and control of demolition, within competence, preparing records and recommendations and escalating higher-risk cases to senior officers.
Prepare and issue statutory notices, decision letters, inspection records and completion certificates, maintaining accurate electronic case files compliant with council and BSR expectations.
Contribute to the delivery of a customer-focused, commercially aware building control service that supports LABC?s market position while maintaining regulatory independence.
Liaise with internal services (planning, housing, adaptations, environmental health, highways) and external partners (emergency services, utility providers, other regulators) on domestic projects and dangerous structures.
Participate in any out-of-hours or emergency rota for dangerous structures and demolitions as required and appropriate to Class 2A competence.
Professional competence and scope

Hold and maintain registration as a Class 2A Registered Building Inspector with the Building Safety Regulator, working only within the permitted domestic/Band A scope and limits of registration.
Recognise when projects or specific elements fall outside Class 2A competence (e.g. complex structures, non-domestic, higher-risk buildings) and escalate to or work under supervision of a more widely registered colleague.
Maintain up-to-date knowledge of domestic-scale Building Regulations, Approved Documents, technical standards, products and construction methods through structured CPD and reflective practice.

Qualifications and registration

Current registration as a Class 2A Registered Building Inspector (or ability to obtain within an agreed timescale), with domestic/Band A scope.
Relevant built-environment qualification (e.g. HNC/HND or degree in Building Control, Building Surveying, Construction, Structural Engineering or similar) or equivalent experience.
Knowledge

Good working knowledge of domestic Building Regulations and Approved Documents, particularly Parts A, B, C, G, H, L, M, O and associated British Standards/guidance.
Understanding of the Building Safety Act regime, BSR Operational Standards Rules and the role of Registered Building Inspectors in a local authority building control context.
Awareness of how planning control, housing standards and environmental health requirements interact with domestic building control work.
Experience

Experience of plan checking and site inspection for domestic projects such as extensions, loft conversions and alterations, preferably in a local authority or RBCA building control environment.
Experience in managing a portfolio of sites independently, meeting statutory timescales, maintaining accurate records and justifying technical decisions.
Experience providing advice to householders and agents, often with limited technical background, and resolving issues in a customer-focused way.
