Purpose

To provide effective day to day housing management for temporary accommodation owned or directly managed by the Council, ensuring properties are safe, well maintained, and compliant with all relevant legislation, policies and standards.

To maintain high property standards by carrying out inspections, investigations and follow up actions in response to complaints, repairs issues, damp and mould concerns, anti social behaviour, and tenancy/licence breaches. The postholder ensures that issues are resolved promptly through direct action, coordination with contractors, and enforcement of tenancy/licence terms.

To work closely with internal teams, partners and statutory agencies to ensure that breaches of tenancy/licence agreements are identified early, addressed appropriately and escalated when necessary, using all available enforcement tools to protect residents and the Council.

To deliver a resident focused service by providing clear communication, practical support, and a strong presence within temporary accommodation settings, ensuring that households feel supported, listened to and safe throughout their stay. The role plays a pivotal part in helping residents stabilise and prepare for their move into a safe and sustainable settled home.

Job Specific Accountabilities: End Results/ Outcomes
Deliver a responsive, resident focused housing management service across temporary accommodation, including licence, lease and other tenure types. Residents receive clear communication, prompt responses and a consistently high standard of service.


Be the first point of contact for residents, ensuring enquiries are resolved within agreed service levels and customers know who to contact for support.
Improved customer experience; reduced repeat contacts; timely resolutions achieved.

Proactively investigate suspected tenancy or licence fraud across all temporary accommodation, using all available tools and ensuring high quality referrals to specialist teams.
Fraud is identified earlier; unlawful occupation is reduced; social housing and TA resources are protected.

Carry out property inspections and visits to privately owned and Council managed temporary accommodation to assess condition, safety and compliance with agreed standards; specify required works and follow up until completion.
Property standards are upheld; repairs are completed quickly; hazards and health & safety risks are reduced.


Represent the Council professionally when engaging with residents, the public and partner agencies, acting as an ambassador for the service.
Positive relationships are built; the service�s reputation is strengthened.
