MAIN PURPOSE To provide an effective and efficient customer focused allocations service ensuring the highest standards of customer care, equal opportunities and fair treatment are met. To provide advice and quality information to members of the public about the operation of the housing register and the Devon Home Choice policy and allocations process. To ensure vulnerable applicants who have difficulty accessing the allocations scheme have equal access to all parts of the allocation process including working toward digital inclusion. MAIN DUTIES & RESPONSIBILITIES (MDR) As a member of the Housing Needs and Homelessness Team you will: 1. Work within team priorities and service objectives, ensuring you contribute effectively to wider Council aims and comply with corporate policies and procedures. 2. Deliver services in a trauma informed and psychologically informed way, approaching all interactions with empathy, consistency, and an understanding of how trauma can influence behaviour and engagement. 3. Support service improvements and change initiatives by contributing ideas, providing constructive feedback, and adapting working practices as needed. 4. Take initiative to resolve issues and deliver end‑to‑end operational tasks, escalating concerns when needed and helping colleagues apply effective problem‑solving practices. 5. Respond to incidents and take appropriate safeguarding actions, escalating concerns to the team leader and safeguarding representatives as required, and ensuring all actions are recorded and followed up in line with procedures. 6. Collect, record, and maintain accurate data in line with service requirements, ensuring information is validated and compliant with assurance processes. 7. Monitor and contribute to service performance, identifying potential improvements and supporting innovation in line with best practice standards. 8. Work in line with organisational policies, supporting a positive team culture and take responsibility for enhancing your own performance, development, and wellbeing. 9. Develop and maintain effective working relationships with internal and external stakeholders, including service users, contractors, partner organisations to support positive service outcomes. 10. Assist with the management of complaints, responding to enquiries in line with corporate policy and escalating when appropriate. 11. Plan and prioritise your workload to support the delivery of high quality, secure, reliable, and efficient services, ensuring you use available tools and resources effectively. As the Allocations Officer you will: 12. Ensure that eligible applicants as defined by the current legislation and the Council's Allocations Policy are admitted onto the Housing Register 13. Answer queries from customers, stakeholders, support workers, Councillors, MPs and other agencies regarding the housing register and the allocations policy. 14. Assess and prioritise applications for Council and Housing Association properties, through the allocations scheme, within agreed timescales and in line with the Allocations policy. 15. Assess Health and Wellbeing applications and participate in multi-agency assessment panels to award banding, prioritise applications for adapted properties. 16. Collate weekly adverts for available properties ensuring the information is clear and accessible for applicants. 17. Administer virtual panels for specialist banding groups and prepare applications for direct match as required. 18. Assist with developing Local Lettings Plans and ensure that Local Lettings Polices are adhered to. 19. Provide advice and assistance to applicants in respect of housing options schemes operational within the District including allocations, low cost home ownership, mutual exchanges, under occupiers, sheltered accommodation, transfers, Deposit Guarantee Scheme, intermediate rent, shared ownership and referrals to other agencies. 20. Liaise with both statutory and non-statutory agencies as part of the information gathering process. 21. Attend case conferences and housing related forums to represent housing register applicants or to feed in information about the workings of the Housing Allocation Policy. 22. Carry out outreach in other locations to assist them with their housing need and provide housing options advice whilst promoting the services on offer at the Council. 23. Respond to correspondence from customers, Councillors, MPs etc within target times, giving clear and full responses
