Key Accountabilities & Duties
Strategic and System Leadership
* Prioritise the performance and sustainability of the Housing system as a whole over the
optimisation of any individual function, making trade-offs explicit and acting in the
interests of overall outcomes for residents and the organisation.
* Build relationships and collaborate with leaders across the Council, other public sector
bodies and tenants to scan the horizon, agree priorities and mutual strategy.
* Agree and embed the purpose of the Housing Directorate, critical success factors and
KPIs', taking steps to avoid unintended consequences
* Use the Housing drumbeat of governance to collaborate with other SLT leaders, align
priorities, allocate resources (£ & people) to priorities, remove blockers and manage
escalated risks to drive week on week improvement - drawing on evidence, customer
insight and real-world experience.
* Ensure Housing delivers high-quality services across all of Housing that meet agreed
commissioning requirements, comply with regulatory standards, operate within
budgetary constraints and add value for tenants.
* Build a Housing culture that empowers managers, staff and teams, gets to the root
cause of problems and makes space for collaboration, learning and improvement across
functions.
* Provide clear visibility of delivery performance, capacity, risks and constraints to the SLT
and agreed 'client' functions, ensuring that pressures are surfaced early and inform
system-level decisions rather than being absorbed within delivery.
* Use operational evidence and frontline insight to inform, test and constructively
challenge commissioning priorities and sequencing, while respecting the agreed
commissioning and assurance model.
Functional Leadership - Housing Works
* Collaborate with the commissioning body to agree priorities, parameters and
performance expectations, and convert these into clear direction, delivery plans and
targets for Housing Works.
* Lead the Housing Works function to deliver safe, high-quality and efficient repairs, voids
and maintenance services that meet agreed commissioning priorities and customer
expectations.
* Ensure the Housing Works as the in-house DLO operates effectively as a primary
delivery arm of Southampton's Housing services, with the right mix of skills, resources
and systems to deliver consistently high standards and operational resilience.
* Ensure all works comply with statutory, regulatory and technical standards, including the
Building Safety Act, Decent Homes Standard, AWAAB's Law, health and safety and
CDM regulations.
* Provide leadership that drives performance, productivity and customer satisfaction,
ensuring effective inspection and quality assurance regimes that reflect commissioned
standards and desired outcomes
