Revenues Manager - Shropshire - £38.80 Umbrella per hour

We are currently recruiting for an experienced Revenues Manager to join a well-established local authority in Shropshire. This is a senior role requiring a confident leader with extensive knowledge of Council Tax and NNDR services, capable of driving performance, ensuring compliance, and leading teams to deliver high-quality outcomes.

In this role, you will be responsible for delivering an efficient and effective Council Tax and NNDR service, ensuring all billing processes are completed accurately and in line with legislation, including Council Tax, NNDR, and Business Improvement Districts. You will maintain a thorough and up-to-date understanding of all relevant legal requirements, providing expert advice on complex and sensitive matters while ensuring compliance across the service.

You will take a strategic approach to service delivery, developing business plans, service specifications, and operational programmes that translate organisational priorities into measurable results. Managing Service Level Agreements and working closely with internal and external stakeholders will be key to ensuring value for money and consistent service delivery.

A key part of the role involves leading and developing Revenue Team Managers, ensuring staff are well-trained, performance is effectively managed, and service objectives are met. You will promote a culture of continuous improvement, ensuring systems such as Council Tax and NNDR platforms are used effectively, and that processes around billing, recovery, and debt management are robust and compliant.

You will also oversee statutory reporting requirements, ensuring accurate and timely submission of returns, while maintaining detailed statistical and performance data. Regular reporting on income collection, outstanding debt, and service performance will form part of your responsibilities, alongside budget management, risk mitigation, and authorisation of debt write-offs in line with financial regulations.

As a senior representative of the service, you will liaise with external agencies, attend local and national events, and deputise for the Revenues and Benefits Service Manager when required. You will also play a key role in shaping service improvements, implementing discretionary schemes, and ensuring a strong customer-focused approach across the Revenues function.
