Senior Tenancy Relations Officer - Slough

Main purpose of Job:

As part of the Housing Regulation team, working in partnership with the Council's Housing Demand services, to focus on the specifics of the private rented sector, including powers under the Protection from Eviction Act 1977 and Renters Rights Act 2025, with a particular emphasis on the robust application of the law and the prevention of homelessness.

Main Accountabilities:

Provide comprehensive advice to tenants and landlords on their rights and responsibilities under housing legislation.

Monitor and enforce compliance with housing regulations and legislation, including Housing Act 1988, Landlord and Tenant Act 1985, Protection from Eviction Act 1977, and Renters' Rights Act 2025.

Respond to complaints and reported incidents of unauthorised, anti-social, unlicensed, or illegal activity to address and resolve issues in line with enforcement procedures.

Investigate contraventions to compile a prosecution report that enables formal enforcement. This includes conducting interviews under the Police and Criminal Evidence Act 1984 Codes of Practice, taking witness statements, and obtaining evidence in line with best practice.

Determine how to proceed with cases using judgement, to reach a justifiable and robust solution. This will involve formal actions as appropriate, including issuing civil penalty notices and initiating legal proceedings.

Specify actions to be taken by the offender or involved party, so that statutory requirements are met.

Engage, advise and educate involved parties of their responsibilities and legislative requirements in order to improve their understanding, ensure compliance, and address issues at an early stage.

Give testimony and expert witness evidence at property tribunal hearings and criminal prosecutions.

Maintain up to date records so that information is accessible, auditable, and able to be used in further proceedings.

Prepare reports on trends and issues in the private rental sector for internal and external stakeholders

Contribute to the delivery of the Council's Corporate Plan and housing and enforcement strategies.
