Job Purpose
To maximise rental income and reduce arrears by proactively managing a caseload of rent accounts across general needs, leasehold, temporary accommodation, and supported housing stock. The postholder will provide effective income recovery, welfare advice, tenancy sustainment support, and early intervention to minimise financial risk and prevent tenancy failure.
Key Responsibilities
Income Collection & Arrears Management
Manage a patch of rent accounts and ensure prompt collection of current and former tenant arrears.
Monitor rent accounts daily and take early action to prevent arrears escalation.
Contact tenants through phone calls, letters, emails, text messages, and home visits.
Negotiate realistic repayment arrangements based on affordability assessments.
Maintain accurate records of all contact, agreements, and case actions.
Maximise collection performance in line with KPIs and service targets.
Tenancy Sustainment
Work closely with residents experiencing financial hardship to prevent evictions.
Provide budgeting support and signpost to debt advice, benefits teams, and support services.
Support vulnerable tenants with referrals to safeguarding, adult social care, mental health, and support agencies.
Promote tenancy sustainment through early intervention and personalised support plans.
Legal & Enforcement Action
Prepare and serve legal notices including NOSPs, NTQs, and warning letters where appropriate.
Progress cases through legal recovery stages, including court applications and possession proceedings.
Prepare witness statements, court bundles, and evidence files.
Attend court hearings and represent the organisation where required.
Liaise with legal teams, solicitors, and enforcement agents.
Housing Benefit / Universal Credit
Support tenants with Housing Benefit and Universal Credit housing cost claims.
Work with HB and DWP teams to resolve payment issues and delays.
Assist residents with Discretionary Housing Payment (DHP) applications.
Identify under-occupation, benefit shortfalls, and affordability risks.
Partnership Working
Work collaboratively with Housing Officers, ASB teams, TA teams, Repairs, and external agencies.
Liaise with local authorities, support providers, social workers, and charities.
Participate in case conferences and multi-agency meetings for complex arrears cases.
Performance & Reporting
Maintain accurate rent account records on housing management systems.
Produce reports on arrears trends, former tenant debt, and collection performance.
Contribute to service improvements and income recovery strategies.
Ensure compliance with policies, GDPR, and relevant housing legislation.
Person Specification
Essential Experience
Experience managing rent arrears and income recovery cases
Housing association, council, or temporary accommodation experience
Knowledge of legal recovery processes and court action
Experience supporting tenants with welfare benefits and affordability
Strong case management and negotiation skills
